[vc_row][vc_column][vc_column_text]The on-going events in the South-East Ukrainian regions showed that the Minsk Agreement of September 5 2014 has not been effective enough. The UN Office of the High Commissioner for Human Rights has reported that at least 262 people were killed due to the hostilities during nine days, between 13 and 21 January. After the Minsk Agreement, this was the first time that the situation got so tense.
